Democracy Research Institute Responds to the Crisis Created by the Closure of the So-called Administrative Border

The closure of a checkpoint in the village of Mosabruni (so-called Razdakhani) in Akhalgori district by the de facto authorities in September left locals without vital services.
According to the reports spread on November 3, 60-year-old T.G. fell into a several-meter well in Akhalgori. According to eyewitnesses, the victim sustained multiple bruises on her body and likely broke her hand. The patient could not be transported to the Georgian-controlled territory against the wish of the relatives due to the restrictions imposed by the de facto South Ossetian authorities. Reportedly, she was taken to the Tskhinvali hospital, despite the fact that some patients have negative stories about treatment at the Tskhinvali hospital.
T.G. is not the only citizen affected by the arbitrary restrictions. M.M., a resident of the village of Ikoti, Akhalgori district, allegedly died of a stroke on his way to the Tskhinvali hospital on October 28. The patient could not be transported to the Tbilisi-controlled area due to the restrictions imposed by Tskhinvali, which resulted in his death.
The policy of the so-called de facto authorities in relation to the so-called administrative boundary line deprives the local population of the opportunity to move freely, obtain necessary/emergency medical services, purchase medicines or products. The isolated population are also deprived of the opportunity to communicate with their relatives in the Georgian-controlled territory. The situation is further complicated by uncertainty, as the de facto authorities do not specify when the so-called administrative border will be opened.
The current situation shows that the Georgian authorities cannot properly realize the gravity of the current crisis and do not have a plan for resolving the problem with long-term effects. The situation is further exacerbated by the fact that the population of the Akhalgori district is not fully informed of the steps being taken for solving the problem.
The Democracy Research Institute calls on the authorities to take effective steps to resolve the situation, including through creating additional mechanisms aimed at minimizing the problems faced by the local population during the closure of the so-called administrative boundary line.
