On
June 9, 2024, de facto parliamentary elections were held in the occupied
Tskhinvali region. The Tskhinvali central
election commission
declared the incumbent
de facto president Alan Gagloev's party,
Nikhas,
as the winner, however, opponents of the authorities
are sure that the elections were won by the
former de facto president Anatoly Bibilov's United Ossetia party. The de facto
election, which ended with dubious results, was boycotted by the main
opposition party, which may turn into a deeper political crisis. The seemingly
non-political events developed
this week may play this role.
The
political crisis that started after the "elections" was accompanied
by a bloody massacre in the center of Tskhinvali. Although no one officially
confirms the connection between these two events, the identity of the figures
involved in it makes this connection believable. In the
afternoon of
July 14, 2024, in a crowded place in front of the Tskhinvali high school No 12, close
relatives of de facto ex-president Anatoly Bibilov, Lev and Sergo Kabisovs, were shot under the
leadership of Alik Gagloev, the nephew
of incumbent
de facto president Alan Gagloev.
The vicitms sustained injuries of various degrees. Both wounded
were taken to the Tskhinvali
hospital, but none of them reported the attack, due to which, the de-facto ministry of internal affairs did not open a
case.
The
central committee of
the United Ossetia party immediately issued a statement condemning the violence
and accusing the de facto authorities of impunity of criminal
gangs: "The crime rate
is increasing
at an incredible pace. Incumbent president Alan Gagloev said during the pre-election debate that he
intended
to fight against criminals, regardless of whether they were his brothers or someone else. But what do we actually see? The republic [occupied
South Ossetia] is plunged into chaos, banditry, the unfortunate 90s."
The
United Ossetia party believes that the de facto government uses criminals to
persecute and harass members of the main opposition party. The party called on
the law-enforcement bodies to investigate the attack on the Kabisovs and to
punish all those responsible.
The
official media reported that Alan Gagloev instructed law enforcement agencies
to "investigate the incident". However, according to reports, the ministry of internal affairs has not
yet opened
a criminal case relating to
the attack due to the formal reason that the victims have not filed an application to
the police. The Kabisovs themselves do
not make comments for the media.
The bloody massacre that
took place in Tskhinvali on July 14 was preceded by other incidents and many related details, which add criminal aspects to
this incident. The South Ossetian community, which is polarized and
politically divided, has many questions with the current and former governments, who failed to keep their
promise to ensure peace and justice for the people of the occupied territory.
