DRI: The 2024 Activity Report of the State Security Service names West as a source of threat

The 2024 Activity Report of the State Security Service can be even more perceived as a political party's message compared to previous years. The content of the document is directly consistent with the narrative of Georgian Dream,[1] which once again demonstrates the partisan attitude of the agency.

The 2024 Activity Report of the State Security Service was published after the new head of the agency, Anri Okhanashvili, took office. Unlike previous years, the report names Western countries and institutions as the main sources of disinformation and propaganda. Despite the fact that the reports contained general notes about “foreign states”, “special services of foreign countries”, which, according to the State Security Service, were carrying out destabilization attempts, disinformation, or other types of threatening actions in Georgia, the State Security Service had not made clear, specific references to these states. In the 2024 Report, we read that representatives of Western countries and institutions were involved in disinformation and propaganda information campaigns. Accordingly, the country's security service, which is equipped with a mandate, financial[2] and human resources and is obliged to protect the country's security, names the West, instead of Russia, as the main source of threat. Russia (as in previous years) is mentioned only in the context of occupation. 

In addition, instead of analyzing/assessing the security challenges facing the country, the report, without context, abstractly talks about “traditional values,” which has no connection with the Service’s activities.

The extremely scarce, non-specific information provided in the 2024 Activity Report of the State Security Service, like in previous years, cannot provide the public with a real idea of ​​the agency’s activities. In addition, it is still unknown what specific threats to the country were identified, what actions the Service took, and how effective its actions were. The structure of the report is actually similar to the reports of previous years and covers issues of occupied territories, disinformation and hybrid warfare, cybersecurity, terrorism, fight against corruption, international cooperation, relations with the courts, and accountability to the public. In addition, it provides dry factual circumstances and statistical data. The document does not analyze or evaluate information about the real challenges facing state security or the measures taken by the agency.
