The initiative of the Georgian Dream party of November 17, 2025 to abolish the administration of the administrative-territorial unit created on the territory of the former South Ossetian Autonomous Region contradicts the national interests of Georgia and represents a continuation of the policy of moving closer to Russia.
The creation of the interim administration in 2007 served to determine the autonomous status of the former South Ossetian Autonomous Region within the framework of the Georgian state, to grant it broad political self-government in order to ensure the cultural identity of the Ossetian people in the Georgian state and the political self-government of the region. The relevant record clearly demonstrated the creation of appropriate conditions for a peaceful resolution of the conflict.”
“Eescalation of the situation in the Tskhinvali region and the risk of war, the geopolitical game of external forces and the role of Georgia as a sacrificial pawn” were named by Georgian Dream as the main motive for the abolition of the administrative unit, as well as for all other changes. It was on this very motive that an investigation began into the construction of the Chorchana checkpoint, in which the then Minister of Internal Affairs Giorgi Gakharia has been named the main culprit and criminal prosecution has been launched.
The main act of decisions contrary to state interests is the conclusion prepared by the Georgian Dream’s temporary investigative commission, in which the construction of the Chorchana checkpoint and, according to the commission’s assessment, the provocation of the 2008 war by the United National Movement party were assessed as another attempt by Georgia to artificially ignite a fire.
In recent years, Georgian Dream has been
purposefully pursuing actions detrimental to national interests and is trying
to nullify all the significant achievements that Georgia has in relation to the
conflicts in the international court and to carry out actions beneficial to the
occupying Russia. In 2015, an agreement on alliance and integration was signed
between the Russian Federation and the de facto republic of South Ossetia. In addition, both at the Geneva talks and on
other platforms, Russia was criticizing the existence of an alternative government and demanding the abolition of the administrative-territorial unit. The
Georgian Dream’s 2025 initiative is a continuation of this policy. This action
undermines Georgia’s national interests and poses another threat to the
existence of the government of the Autonomous Republic of Abkhazia.

The case of
former de facto deputies of South Ossetia’s de facto parliament, David Sanakoyev,
Garry Muldarov and Dzambolat Medoyev, who are appealing the decision to revoke
their citizenship of the Russian Federation, remains unresolved to date.
To silence critical media, “Georgian Dream” tries to use financial sanctions. Following several television, online and radio broadcasters, regional media have now also been affected.
