The de facto South Ossetian authorites have responded to the report of the Georgian Dream Parliamentary Temporary Investigative Commission, positively assessing the declaration of the then Georgian Government as the culprit of the war.
After the parliamentary elections of October 31, 2024, which still call into question the legitimacy of Georgian Dream, the party's Parliamentary Temporary Investigative Commission was established to study the activities of the regime and political office of 2003-2012.
On September 3, 2025, the Commission, headed by former Justice Minister Tea Tsulukiani, presented a 473-page report describing the guilt of former Georgian President Mikheil Saakashvili and his authorities in the 2008 Georgia-Russia war.
The de facto South Ossetian government’s RES agency immediately responded to the report, saying that it confirmed the guilt of the then Georgian leadership, that the main culprit of the war was not the Russian occupation regime, but the Georgian side, and that “it was Georgia that unleashed the aggressive war against the peaceful population of South Ossetia.” The article states that the Commission’s conclusion is a confirmation of the correctness of the positions of South Ossetia and Russia and exactly echoes the position they have been spreading for years. Based on the conclusion of the Georgian Dream Parliamentary Temporary Investigative Commission, the de facto authorities of South Ossetia claim that Russia’s involvement in the Russo-Georgian war was “driven by the need to force Georgia to peace” and was necessary to save the republic of South Ossetia and its civilian population. The article welcomes the conclusion of the Georgian Commission as different from the assessments of Western politicians who have been blaming Russia for starting the war for years. The Georgian Dream Temporary Investigative Commission highlighted the guilt of the Government of M. Saakashvili in starting the war.
The report prepared by the
Georgian Dream Temporary Investigative Commission was effectively used by de
facto South Ossetia to substantiate the accusations that have been spread by
Russia-Ossetia for years. The report directly echoes the Russian narrative and serves the Russian interests.
After the European Commission published a harsh assessment about Georgia, the Prosecutor’s Office charged opposition leaders with serious crimes against the State.
DRI echoes another repressive and authoritarian legislative initiative intorduced in the
one-party Parliament, the purpose of which
is to completely disregard the right to assembly and
expression.
