On February 4, 2022, representatives of the Democracy Research Institute DRI) visited the village of Atotsi located near the occupation line.
It is difficult to move across the village as the road is icy. Only the part of the road leading to the church located in the middle of the village is cleared. According to the locals, they have been in this situation for more than a month now. Despite their request, the local authorities have so far failed to clean the internal roads of the village.
Due to the icy road, locals also face problems in terms of supply of food and household commodities. There is no grocery store or pharmacy in the village. The private minibus, which transports locals to Khashuri and Kareli, can no longer reach their houses due to the icy road. The situation is further complicated by grave social, economic and infrastructural problems, all of which makes locals abandon the village.
Due to the daily problems related to isolation and security, the villages located along the occupation line need special attention. In order to receive additional information on the issue and resolve the above-mentioned problem of the population, the organization wrote a letter to the State Representative in the Shida Kartli Region and the Mayor of the Kareli Municipality.
The decision taken by the state in relation to Azerbaijani journalist constitutes a grave violation of human rights, including breaches of the European Convention for the Protection of Human Rights.
