On December 13, 2024, People’s Power, which is
composed of openly anti-European members of Georgian Dream, stated that they were leaving the
ruling team and with this step were
establishing a “healthy opposition”. According to Guram Matcharishvili,
the leader of People’s Power, the country has a “government elected by the
people” and the
so-called radical opposition funded by foreign forces; accordingly, they see
the need to leave the ruling team and create a “healthy opposition force”. Matcharashvili
clarified that their team had
no principled incompatibility with Georgian Dream.
The Political
Secretary of
People's Power is Mikheil Kavelashvili, who was declared the winner of the
presidential elections by the Parliament
on December 14. His legitimacy
has not been recognized by the international community. Mikheil Kavelashvili
and People's Power are mentioned in the international media as having far-right and
anti-Western rhetoric. The leaders of People's Power do not hide their
anti-Western sentiments. For example, on March 2, 2023, Mikheil Kavelashvili stated that the European
Union [joining the European Union] was
not the country's goal. The anti-European statement made by the
pseudo-opposition force was repeated by Irakli Kobakhidze on November 28, 2024,
and he declared that Georgia’s European integration process had been
suspended until 2028.
Five members of People’s Power
were in the top ten of the Georgian Dream parliamentary list for the 2024
parliamentary elections, which confirms that People’s Power is an integral part of
the ruling team, and the purpose of its registration as a separate party is to
create the illusion of a pseudo-opposition force.
The first donation by the illusory
pseudo-opposition force was received on April 11, 2024. According to the current data,
People’s Power has received
eleven donations from eight individuals. The total amount of donations
received, officially declared, is GEL 148,750.
The Democracy Research Center studied each donor
of People’s Power. The largest donor is Viktor Japaridze. The total amount of
money he donated to People’s Power is GEL 38,000. Several companies are
registered in Japaridze’s name, including SETt+ LLC. This company has won tenders announced by
the state and
local governments worth GEL 81 million since 2012. Japaridze is also the owner
of 52% of shares in the
propaganda and openly pro-government media outlet POSTV (POSTV LLC). Viktor
Japaridze’s name is also
among the donors of the ruling team. He has
donated GEL 120,000 to the party.
Businessman
Zaza Baghdavadze is also among the donors to People’s Power. Before the 2024
parliamentary elections, Baghdavadze had donated money to both Georgian Dream
and People's Power. The total amount donated to Georgian Dream is GEL 40,000
and to People's Power - GEL 13,000. Baghdavadze is the owner of Eurocement LLC –
a company manufacturing construction materials. Another person who had donated
money to Georgian Dream and People's Power before the 2024 parliamentary elections
is Beka Baghdavadze. The total amount donated to Georgian Dream is GEL 20,000
and to the pseudo-opposition force - GEL 13,000.
Along with
illegal arrests, incited violence
and use of excessive force by law enforcement officers,
Georgian Dream is trying
to suppress large-scale protests by adopting repressive legislation.
Women’s political participation is severely limited in the Tskhinvali region.
